Bill has more than 24 years of experience developing business plans and strategic implementation models. He has assisted and directed public agencies and educational institutions across the nation in applying the best traditional business practices to training facility financing, operating, partnering, and funding.

Bill is the originator of the highly regarded “Seven-Step Business Plan Process,” which provides a step-by-step roadmap enabling planners and decision makers to approach their training facility planning from a strategic business perspective.

Author of several articles, including the special technical report, “Seven Traps That Can Turn Your Training Facility into a Disaster,” Bill also writes for industry publications like Fire Chief Magazine and Fire Rescue Magazine. He is a frequent speaker at public safety events, having delivered session and technical presentations at the following industry conferences: International Association of Fire Chiefs (IAFC), National Association of Field Training Officers (NAFTO), Fire Department Instructor Conference (FDIC), Partnership for Environmental Technical Education (PETE) and International Law Enforcement Educators and Training Association (ILEETA).
